CONTRACT DETAILS

The Public Building Commission of Chicago (PBC) invites the submission of qualifications to provide Program Management Office (PMO) Services for the PBC. The required services will include Program Management, Project Management and Design Management services and the development and implementation of cost and program control systems and associated policies and procedures as requested by the Executive Director. Firms or teams that have demonstrated experience in the area(s) specified and are interested in providing such services to the PBC are hereby invited to respond to this Request for Qualifications (“RFQ”). Submittals Due: Submittals must be received by the PBC on or before 2 pm on Tuesday, July 25, 2006 at Room 200, Richard J. Daley Center. Pre-Submittal Conference: A pre-submittal conference was held Thursday, July 13, 2006 at 2:00 pm in the Second Floor Board Room, Richard J. Daley Center. Documents: A copy of the RFQ can be downloaded here. MBE/WBE Participation:Attention is called to special conditions specifying that a percentage of the work be performed by Minority-owned and Women-owned Business Enterprises and the award criteria provision for utilizing minorities and women in the project work force and residency requirements. The PBC reserves the right to seek clarification of information submitted in response to this RFQ and/or request additional information during the evaluation process. The PBC reserves the right to accept or reject any or all qualifications and selections when it is determined, in the sole discretion of the Executive Director, to be in the best interest of the PBC.   • On Page 8, Section IV. SUBMITTAL REQUIREMENTS, Part A states: “Separate each section by labeled tabs and organize in accordance with submittal requirements listed in Section III. Contents.” Section III is the Evaluation Criteria. The intent was to refer to “Section IV. Part B. Contents” on Page 9 and not “Section III. Contents.”.
  • On Page 41, Section VII. SUBMISSION OF BID PROPOSALS, Part A states: Evidence of Certification/Schedule A Affidavit of MBE/WBE. Clarification: Respondents must submit a copy of each proposed MBE and WBE firm’s Letter of Certification fromthe certifying agency. No Schedule A’s are to be submitted with responses to this RFQ. Clarifications:

  • The chart on page 3 of the RFQ concerning “PBC-PMO Organization” includes a dashed box labeled “PMO Support – Estimating – Scheduling.” This is intended to graphically represent our expectation that, as stated on page 2 (paragraph 5): Negotiations with client agencies will be led by the PBC’s Managing Architect “with schedule, budget and estimating support of the PMO.” In providing this support to the Managing Architect, PMO personnel will NOT be reporting to the Managing Architect. They will continue to report to the Controls Manager who reports to the Program Manager who, in turn, reports directly to the PBC’s Director of Development. All Program Management staff will report through the Program Manager to the PBC as indicated by the Organizational Chart on page 10 of the RFQ. Coordination of support services required by the Managing Architect will be the responsibility of the Director of Development.
  • IV. Submittal Requirements. Part B. 7. Conflict of Interest. This submittal requirement pertains ONLY to the Respondent (inclusive of each firm if Respondent is a Joint Venture). Potential conflicts of subcontractors are not required to be identified at this time however the PBC reserves the right to require that information at any time during the evaluation, selection or negotiation process.
  • On page 1 on Schedule C – Letter of Intent from MBE/WBE, it notes that “the above described services or goods are offered for the following price, with terms of payment as stipulated in the Contract Documents.” Because this procurement process is a Request For Qualifications (RFQ), a response to that section similar to “prices to be determined/pending negotiations” will be acceptable.
